111: ASHRAE 90.1 Energy Cost Budget Method for 2025 ECCCNYS Compliance

Training Description
This training provides an overview of the ASHRAE Standard 90.1-2022 Energy Cost Budget Method as adopted by the 2025 New York State Energy Conservation Construction Code. The course explains the proposed and budget modeling framework and focuses on the requirements most likely to affect compliance results, including building envelope, HVAC, lighting, service water heating, renewable energy, and other regulated loads.

Key topics include thermal block development, budget HVAC system selection and sizing, ventilation and fan power, equipment efficiency, economizers, thermal bridging, lighting controls, purchased heating and cooling, energy credits, and the envelope backstop. The training also addresses application of the ECB Method to core and shell projects, tenant fit-outs, additions, and alterations, including how permit scope affects what may participate in the energy trade-off.

The course concludes with calculation and compliance procedures, documentation requirements, use of the DOE/PNNL Performance-Based Compliance Form and New York State Companion Tool, and a review of common modeling and submittal errors. Short quizzes and examples are used throughout to reinforce practical application of the requirements.

Target Audience
The primary audience for this training is code officials and energy modelers. The training may also be useful for the design team members seeking to better understand performance-based pathways.

Prerequisites

  • Modeling 101 if new to energy modeling and performance-based code compliance

  • Background in mechanical engineering, architectural engineering or architecture or similar fields.

  • Two years of experience in commercial or multifamily building design, operation, maintenance, energy code enforcement, or related fields, or equivalent education

Learning Objectives

  • Articulate the key modeling requirements of ASHRAE 90.1 Energy Cost Budget Method.

  • Differentiate between design elements and systems that are eligible for performance trade-offs and those that are not.

  • Describe how to configure the budget and proposed design models for renovation, core and shell, and tenant fit-out projects.

  • Identify common mistakes when demonstrating compliance using the Energy Cost Budget Method.

  • Interpret energy modeling results to determine compliance.

  • Understand the Energy Cost Budget Method documentation requirements.

  • Recognize key changes to the 90.1 Energy Cost Budget Method in the 2025 ECCCNYS and understand their implications for compliance.
