The EPA has recognized Karpman Consulting as a Multifamily High Rise Review Organization (MRO), to provide independent third-party review and oversight of ENERGY STAR Multifamily High Rise (MFHR) program submittals. Karpman Consulting is also an approved MRO for projects participating in the NYSERDA Multifamily New Construction Program (MF-NCP) and New Construction Housing (NC-H).
We led the development of the MFHR Simulation Guidelines and the Performance Path Calculator and are intimately familiar with the program rules. Our engineers have provided design support and energy modeling for numerous multifamily projects and delivered energy modeling trainings. Eva Spazzarini CEM is the technical lead for Karpman Consulting’s work as an ENERGY STAR Multifamily Review Organization (MRO). Eva has reviewed numerous energy modeling submittals for incentive programs, such as the NYSERDA Multifamily Performance Program, the New Jersey Pay for Performance Program, and the EPA ENERGY STAR Multifamily High-Rise Program. Eva has implemented reporting templates, including for LEED NC v4 Pilot Credit (based on ASHRAE 90.1 Appendix G) and the EPA MFHR Performance Path Calculator, and has expert knowledge of Excel. She has experience using eQuest, DOE2.1, TREAT, OpenStudio and THERM. She earned a Master’s Degree in Civil Engineering from Worcester Polytechnic Institute (2014) and a Bachelor’s Degree in Civil Engineering with an Architecture Minor from Rensselaer Polytechnic Institute (2012), and is a Certified Energy Manager (CEM).
Tony Pham, CEM, EIT is the lead reviewer for Karpman Consulting’s work as an ENERGY STAR Multifamily Review Organization (MRO). He has experience providing modeling as design support, and performs technical reviews of submittals to modeling-based incentive programs including the EPA ENERGY STAR Multifamily Highrise Program, EPA ENERGY STAR Multifamily New Construction Program, and Energize Connecticut Whole Building Program. He also acts as a liaison between the submitting partner and the EPA and stays in close contact with the submitters throughout the certification process. Additionally, his responsibilities include acting as lead modeler, quality control modeler, project manager and/or primary point of contact for multiple energy modeling related projects. He has over 5 years of experience in creating and reviewing energy models for various programs and standards, including but not limited to 179D Commercial Building Energy-Efficiency Tax Deduction energy modeling, ENERGY STAR Multifamily High Rise & New Construction Program, Energize Connecticut Whole Building Program, & LEED V4. Tony received his Bachelor of Science in Mechanical Engineering Science in December 2018 from the University of Houston.
