112: ASHRAE 90.1 Performance Rating Method for 2025 ECCCNYS Compliance

Training Description
This training provides an overview of the ASHRAE Standard 90.1-2022 Performance Rating Method in Appendix G as adopted by the 2025 New York State Energy Conservation Construction Code. The course explains the proposed and baseline modeling framework, including use of the stable Appendix G baseline, and focuses on the requirements most likely to affect compliance results, including building envelope, HVAC, lighting, service water heating, and renewable energy. The course also explains the distinction between regulated and unregulated loads.

Key topics include thermal block development, baseline HVAC system selection and sizing, ventilation and fan power, equipment efficiency, thermal bridging, fenestration, infiltration and shading, lighting power and controls, service water heating, purchased heating and cooling, and requirements for plug, process, and other equipment loads. The training also covers the compliance calculations and allowed metrics for demonstrating compliance, including the New York State site-energy metric, and explains how prescriptive renewable energy requirements are incorporated into the performance calculation. The training also addresses application of Appendix G requirements to different project scopes where applicable.

The course concludes with documentation requirements, including use of the DOE/PNNL Performance-Based Compliance Form and New York State Companion Tool, and a review of common modeling and submittal errors that can significantly affect Appendix G results. Short quizzes and examples are used throughout to reinforce practical application of the requirements.

Target Audience
The primary audience for this training is code officials and energy modelers. The training may also be useful for the design team members seeking to better understand performance-based pathways.

Prerequisites

  • Modeling 101 if new to energy modeling and performance-based code compliance

  • Background in mechanical engineering, architectural engineering or architecture or similar fields.

  • Two years of experience in commercial or multifamily building design, operation, maintenance, energy code enforcement, or related fields, or equivalent education

Learning Objectives

  • Articulate the key modeling requirements of ASHRAE 90.1 Performance Rating Method (PRM).

  • Differentiate between design elements and systems that are eligible for performance trade-offs and those that are not.

  • Describe how Appendix G applies to new construction, additions, alterations, and projects with systems or components not yet designed, including core and shell and tenant fit-outs.

  • Identify common mistakes when demonstrating compliance using the Performance Rating Method.

  • Interpret energy modeling results to determine compliance.

  • Understand the Performance Rating Method documentation requirements.

  • Recognize key changes to the 90.1 Performance Rating Method in the 2025 ECCCNYS and understand their implications for compliance.
